I'm in Michigan, very similar weather over last month. Got my Hybrid in late December and milage has dropped through out January. So your milage will improve as weather warms. That being said 27 is low. Try using eco mode and more importantly, use EV Coach, that will help show were your flaws are in your driving habits.

Also, check your tire pressure!

I have a heavy foot, and my first tank was 37.5. Keep in mind I drive 90% + in the city. If you are driving alot on freeway, mileage goes down.

He's only driven 120 miles so far. In 2 weeks. That means it's likely short trips. And he mentions it's SINGLE DIGIT COLD....which means the engine needs to warm up on every short trip.
You should be happy that you're even getting that much.....

Give it at least a full tank. Then hand-calculate the mileage upon fill-ups. For me (in the cold Chicagoland) it seems that I get the best mileage on the mid-range trips (10-25 miles). It should only get better once the weather warms up. But I've been averaging around 34-35 without trying hard. I think that's probably average in the middle of winter.

I'm OK with anything above 35 mpg. When I had a Tesla the winters were also a challenge. Basically keeping warm takes energy that in turns takes away from mpg. It's that simple.

Also, keep in mind that the EPA doesn't test in the middle of the winter...

One of the litmus tests for EPA certification is done in cold temp with the heater on. I believe this is one of the changes made in 2017 that made the estimates more conservative/accurate.

Northern climate hand calculated first fill up 28.8 mpg. Computer said 33 mpg. 80-90% city driving but have been utilizing remote start. Have mostly used eco and leaning with EV coach. I’m sure it will get a lot better as weather warm and I learn how to keep it in electric more

I’m here in the High Desert in CA, and when I picked my truck up we were in the cooler range of temps (30-40 with a 50 as a high) and would average high 20s, mid 30s. We recently had our first day where it was not too hot or cold, using Eco mode and driving smart (not flooring) I got 61.9 MPG! It totally depends on the weather, your driving style, etc.

The eco coach taught me to put the heater on when going uphill and the engine has to be on anyway and turn it off when descending/coasting, so the engine doesn't pop on when it doesn't have to. It's weird but you get used to it.
I do something similar with conventional gas and AC. Turn on AC when i'm coasting, turn off AC when accelerating to keep load lower .

LOL! Same here, city driving is fantastic, if I am on the highway doing 80 + not so good........

OP, you are getting some great advice. Let that engine break in a little and you will be fine.

I just picked up my Maverick a lttle under 2 weeks ago Im getting poor gas mileage 27mpg I live in Buffalo NY weather has been cold very gold days i single digits and teens anyone else getting poor mpg
I'm north of you in Northern Ontario, yes shitty mileage in winter. I am averaging 8.3l/100 after 4k kms. Not what I expected.

This January was well below average temperature. I'm retired, so I drive in the warmth of the day. My January tank was 34.7 MPG, against a 44+ mpg lifetime average. Wait for Spring before coming to any conclusions. If you were driving in the cold of very early morning, you did good!

I took me about a year to learn how to drive a hybrid for MPG's. I get 600-700 mile per tank. I average 50-55 MPG summer and Under 40 in single digit temperatures of winter. I had a chance to get a block heatr in its manufacture. I said no, After all I drove a 1984 diesel VW rabbit with no block heater and it did fine. GET A BLOCK HEATER with hybrids.

I'm not sure how warm a block heater will get your engine, but I got heated seats and steering wheel which really helps the MPG in the winter. My ICE will run if my coolant is under ~120 regardless of HVB charge. Having warm hands and heiney lets me stay comfy without having to keep the heat on. When you are on battery and fire up the heater you can watch your coolant temp drop like a rock!

The HVB will not be used much at all until it's heated to operating temps (over 40°F, preferably 72°F+). Will settle out around 100°F, I think.
