Ivetried both USB ports at the center bottom of the dash, and neither charges my phone. It does data connect and fool my phone into thinking its charging, but does not charge. Is this a problem or are they data only?

Typically, those ports are designed more for data, but they do support charging as well. The power output is often pretty limited compared to a dedicated charger

Donāt use the USB use the āUSB-Cā port.
Mine charges my IPhone just fine with its 3.0 amp 5 VDC output.
Standard USB-C / BC 1.2: Delivers 5V at up to 1.5Aā3A (7.5W to 15W).
I Never used the standard USB port because I donāt have anything that old anymore.
FWIW my IPhone charges fast up to 80%
Then slowly up to 100% for the batteries sake.
But like the Mavbridās power battery I donāt charge past 80% for longevity of the cells. My phone has a charge limit setting.
The exact VDC and Amps available depend on the hardware generation and connection type: [1, 2, 3]

Never had issues with charging, from the type A or type C port in the front.
Some usb cables are data only. Try a different one.
Yes, both should do 5v/3a charging.
If you download Ampere, you can see how many amps your phone is pulling. If it is only pulling 3-500ma, then there is a communication error.
USB uses a negotiated handshake between the charging device and the charger to agree on max allowable amperage and voltage. Some cables do not agree with some devices, typically the cheaper cables do worse, but not always. There could also be dirt, dust, or a wire with bad connectivity preventing communication and thus using the fallback charge rate which barely moves the needle these days.

My Samsung will charge off the USB A port fine. Also my understanding the newer iPhone's will no longer charge off a USB A port anymore and has to be a USB C.

Another possibility is that your phone -is- charging but it's charge rate is so low it's breaking even with the power needed to run Androidauto / carplay. I know if I have my phone on the wireless pad it doesn't actually charge upward but instead breaks even with the power drain of maps etc.
Plus since the ports are 5v 3a, some phones (like iphones) can't accept 3amps at 5v and instead can only handle 2.4amps, so you end up with 12w charging instead of 15w. If you want to actually charge your phone fast in a mav you have to buy a proper 12v charger still.
