All makes sense. I drive in ECO around our town, slow starts, and smoothly. Most speed limits are 35, which I do (many times ignoring the car a few feet behind me) I Know about freeway MPG, best I have seen is 36. When just driving around town, the best tank MPG was 568. Happy with that...but again , I don't see how anyone can get 700 out of a tank full.It simple, stay off the highway, and learn how to drive the speed limit. My commute I can take the highway or city street, I choose to take the city street, I don't drive over the speed limit, and I don't jack rabbit off the line. The more you coast to a stop the more the battery is recharged, the less time the engine will fire up.
The biggest issue I see is people who get a hybrid and drive it like they normally do any other car. Which is OK, but you are not going to get the hyper high MPG
