Where did I say the EPA tests all new cars? It doesn't matter who actually does the testing. It's a standardized testing protocol in a controlled environment so it's reliable, replicable, and valid.I fully understand how EPA ratings work, to the point that I also understand that the EPA doesn't actually test the vast majority of new vehicles (Only about 15% are actually tested by the EPA). Manufacturers test them and the EPA takes their word and sometimes winds up testing a specific vehicle and can and will challenge the manufacturer. Also, most manufacturers test pre-production units for EPA ratings and who knows why or how Ford came up with the Tremor estimates especially if it was a pre-production unit.
