NiceMy 2 cents....I was the Factory rep for Honda 15+ years and now I teach Automotive Technology at our local Community College. Wiper blades were considered a wear item and not covered by warranty. What you are describing is what we called wiper chattering. As mentioned before in several posts, cleaning the windshield with a non-abrasive cleaner should fix your issue.
Also, I add 4-oz of ammonia to my windshield homemade washer fluid when it needs filling which helps reduce film on the glass and remove bugs. Too much ammonia will eat away at the rubber parts of the of the windshield so it little goes along way.
Note: I have used this recipe for 25 years with no issues-blades or washer system. (total recipe: 1 gallon distilled water, 3-4 drops of dawn and 4 oz of ammonia. I also add 4 oz isopropyl alcohol in the winter to prevent the fluid from freezing on the glass)
