Likely a feature to protect people from themselves.

Yes, in Texas, it is against the law to refuel a motor vehicle with the engine running unless it is required to fuel the vehicle. This is stated in the Texas Transportation Code, Section 647.011.

I always turn the engine off when fueling. Back when I started driving, the vehicles burned fuel so fast, the pump couldn’t keep up with a running engine.
