Likely a feature to protect people from themselves.Today I went to refuel my 2.0. Almost immediately after I began pumping it shuddered then turned off.
Yes, in Texas, it is against the law to refuel a motor vehicle with the engine running unless it is required to fuel the vehicle. This is stated in the Texas Transportation Code, Section 647.011.The deal with shutting engine off goes back to early days when fuel tank was under the front cowel directly behind the engine. There's no danger in fueling with engine running. Unless you're smoking while fueling, that's another story all together.

Situational awareness helps as shown in this video.Unfortunately in these times a better reason to shut off the car and take the key out is the possibility of carjacking.
