It appears to me that the design of the headlights has too much stray light into the oncoming lane. Old school lights had the low beam drop down and to the right where the high beam is essentially straight ahead. The design of the modern headlight cluster is pretty much designed so all lights point straight ahead and there is no adjustment for that, only a vertical adjuster. When I checked mine for aim I found they were a little above the level spec'd in the manual and it is easy to tilt them down to book value. That does not correct what I see as too much horizontal spread of the pattern.
I don't know if the FMVSS has teeth any longer, but domestic headlight design and application is all over the map with some truly horrendous designs that somehow are allowed int.o production. Bright lights should be fine, but they also need to be confined. Read up on the many studies on the human eyes response to various wavelengths of light. It is enlightening
