It sounds like it's working fine and just working differently from how I expected.As others have said, the hybrid is not a true start/stop setup. The ICE will run to keep state of charge in an acceptable range. Both your HV battery and 12v will impact this (even if indirectly).
The more you draw from either battery, the more you will notice the ICE running. In cold weather, you're likely running HVAC more which will more quickly call for the ICE to charge up the battery.
On a "warm" day we had recently where it was roughly 50*F, the ICE basically always shut off at stops. Today, we struggled to get above 0*F and the ICE was running most of the time.
I'm going to do a map update tomorrow which requires the car to be running for around an hour. I will take it for a drive, turn everything off and see what happens.
