There are primarily two standards - the one used in the US, and the one used in the rest of the world. The one used in the US is known to permit "much more glare" than the one used everywhere else.

https://en.wikipedia.org/wiki/Headlamp#Construction,_performance,_and_aim

I don't trust wikipedia without cross-reference, but it's a decent starting point.
Ok.

There are COMPANIES and PEOPLE and AGENCIES not following one universal standard.

HEADLAMPS ARE ALL OVER THE MAP OUT ON OUR ROADS.

I really disagree with pushing a mandate onto large portion of the population that aren't affected. For the benefit of a few.
For those drones who will regurgitate ADA. I can use a ramp or stairs. I don't mind handrails in stalls or bathtubs. At my age lower urinals is about where the stream is now a days.
I'm old, I don't prefer to drive at night, if I don't have too.
What I prefer, is the bright white headlights on my Maverick, more than the yellow halogen headlights on my wife's Escape.
It's kind of funny that the 'Poor Night Vision' that's mentioned above is helped by having brighter, whiter headlights.

Below link is an opposing view also by experts.
Current Headlights may not be bright enough. 😯

My 2022 Maverick came from the factory with grossly mis-angled headlamps. For a long time, I thought they just sucked.

They were angled too high with no load in the truck. I could not see potholes in the road and the paint lines were pretty dim. I got suspicious after I put something in the bed, and the road was absolutely dark, and 18 wheelers were flashing me to lower my beams.

What a simple adjustment.
What a HUGE difference it made.

I had to turn the screw to the farthest extent possible to "barely" get by with 1300 lbs in the truck.

Logically, they should go slightly DOWN after leaving your truck. Not up. And not be level. And with "projector" lamps, aim matters even more. Sadly, small amount of weight can have a big impact on these newer styles.

Measure bulb height.
Shine on a solid wall.
Measure height on wall. It should be lower, even at close range but will of course go down with distance.

All you need is a screwdriver.
And it is easy to access.

Headlight aim used to be part of the required semi-annual Pennsylvania state inspection (yes, ever six months!) when I was growing up in the early 70s.

Remember, the 1/3 pounder cheeseburger failed because people thought it was less meat than a 1/4 pounder.

I consider 1/3 a minority against 2/3 majority.
The reality of the fact is, the older you get the more light you need when driving at night.
https://www.aarp.org/auto/driver-safety/driving-in-the-dark/#:~:text=He's hardly alone.,there's another big problem: vision.
I doubt you'll even look at the article because it tends to run against your agenda.
I've never said one word against mis-aimed headlights. As a matter of fact I posted pages from the Maverick Manual of how to aim headlights properly.
As far as headlight glare. One of the solutions is right in front of your face. Dirty windshields especially the film on the inside of the windshield will cause glare.
I suggest night time driving glasses for the rest. You're not going to see dimmer headlights being mandated anytime soon if ever.

Good point on inside film - especially now after the summer off-gassing.
Need to take care of that before too cold.
Just hoping most of that was the truck materials, and not me.

This has been a fascinating discussion. I have a moderate astigmatism. Just about 1.8 diopter.

I currently have no issue with bright LED or projector style lamps at night. I am 56yo.

I do have issues with misaligned headlights or jacked trucks that have never had their lights realigned but I think everyone does.

There is such a wide spectrum of astigmatism and numbers. 8% to 61% of the general population have some sort of astigmatism. I haven't been able to find a breakdown of what percentage has what level. There is a wide variety of severity as well so it is hard to say who will be affected. Everyone is different. Someone who has severe astigmatism might not be affected by glare at night where someone who has a milder severity level has problems.

I will say that the information available says that the majority of people with astigmatism have no issue with driving at night and glare.

In the end, it is going to be hard where to fall on an issue like this. I am not bothered by the excessive Kelvin scale lighting. 8000k blue or 12,000k purple. I think they are stupid but they don't bug me in general.

Aligning your headlights is a good idea but I doubt it needs to be done 2x a year.

Brighter headlights will be here to stay. They offer up a better night driving experience for most people, including folks with astigmatism. More light on the road shows more stuff.

I am sure there is a good middle ground. At least we can make sure the headlights are aligned correctly and don't install crappy high Kelvin lights.

Traffic and steering adaptive headlights should have been mandatory for some time now but we're stuck in the dark ages.

One thing I do see in particular is people retrofitting older halogen-light vehicles with drop in LEDs... which if they are DESIGNED properly is ok(ish). The problem is that they don't polish their headlights and drop these ultra-high lumen LEDs into foggy housings. What happens then is the ENTIRE front housing lights up at a million candlepower and throws light off in every direction and blinds everyone in front of them.
