I'm not sure I understand this.Remember that Ford stated in the email with the Hybrid EPA MPG ratings that the next thing that was needed was the EPA Federal and States emissions ratings.
So maybe we should be looking at the window stickers for which states have completed their ratings and which states are holding up the OKTB.
From the other thread and this one these are the States that have completed emissions testing:
Alabama
California
Florida
Minnesota
Ohio
Washington
Wisconsin? - didn't state his order was a Hybrid but posted in this forum
I know that California has its own emissions standards that are stricter than the EPA's. Those are the CARB standards we hear about, which other states are free to follow (and about 15 or so do).

So I don't understand what you mean by looking to see which states "have completed their ratings" or "have completed emissions testing." Wouldn't it be the case that if both the EPA and California have successfully completed emissions testing then that's it... it's over?
Do other individual states have to somehow validate the EPA or CARB results? That seems weird.
[EDIT] I notice all the blue window stickers say "50 STATE EMISSIONS" is included on vehicle.
