Somehow the shop is saying "only" $16,500 to repair.

As OP mentioned, definitely go after Diminished Value, if it's not payed off. I saw the 75% threshold as well, but isn’t that just the point where the law states that it must be totaled? Meaning, the insurance company could still decide to total it below the 75%? Anyway, the adjuster that actually looked at my vehicle said that it hadn’t been pulled apart yet and he basically had to estimate based on what he could see as it sits with no doors/panels removed. that would mean a much higher estimate to repair, at least 10k more. I'd probably start looking into diminished value. I assume that would be added to the repair total but it's a good thing to be informed about and how others in your state have dealt with it successfully.
Another fun update. The initial estimate of $16,500 went to over $17,000 within a couple hours of the adjuster calling me. I went to the shop this morning to grab a few things i had forgotten in the truck and the shop owner laughed and said the adjuster was way short on his first estimate. That's pretty much how it is with body shops.... they almost always find more damage than meets the eye initially. So sorry for your troubles....Another fun update.
