I suspect that capacity is coming into play, even though the chemical shortage is probably just as valid. It isn't like they've made trucks at that plant in the past and have always had a SIBL process - the SIBL is new, likely outsourcing to a local company or a new plant operation which may not yet have the proper capacity to fulfill all of the orders in a timely fashion.False equivalence. Too, they're limited in how many vehicles they're willing to accommodate, not dealing with a waiting line of hundreds rolling off the assembly line awaiting application and curing.
I suspect supply and demand. Xylene is a vastly used solvent and is used for many things. Think of anything made of plastic. It is a product made from refining oil. As a side note after the Texas freeze the restarting of the refineries also required lots of liquid nitrogen to purge all oxygen from the tanks and pipes. Think of trucking it in with a truck taking as long as six days to arrive using three drivers on board (because of fed limitations on driver time at wheel) to try to keep refinery purged for restart. I do not know current xylene production but a few years back the majority was made in Texas, China and Korea. Xylene can be added to gasoline to bring octane rating to desired levels. I wonder if increasing the amount of alcohol in gasoline from 10% to 15% and using it 12 months a year will require how much more xylene adding to shortage. I think the sibl constraint might be caused by the XLT LUX sales due to desirability of heated steering wheel combined with the max number of sibl that can be done in one day? Oh wellThe rumor was that the winter storm that hit Texas a while back damaged the chemical plants that manufactured xylene, which is a significant chemical to the SIBL.
