does it matter which way i install these. i think they look better upside down, but if that will affect its strength or use i’ll hang them the more dangly way.

Depends on the load.

I installed these in all four of the tapped holes on each side of he bed. (8 Total)

I have the same ones you used. They are rated at 1000Lbs each. Far higher than what you should be pulling on the bed side walls. Up or down it shouldn't matter.

Hello I have the same v-rings as you, I put an rubber o-ring in the center hole of the V-rings just to hold the bolt in the center, I first had them mounted like your second picture which I liked too, but every time my maverick would rock side to side they would rattle, so I flipped them, like your first picture now they do not rattle, that's much better, as for the load just remember each mount is light duty do not winch on them to tight as their not reinforced.

Without intentionally sounding like a smart a$$, IMHO they are called tie-DOWNS for a reason. You will almost never use them to lift something. I would install them with the ring on the top so that the bracket is more in tension than bending when you throw a rope over your cargo to secure it.

@ladyhawkgt @BBurnie @TheWizziard How has this been working out for you? Your setups are the most similar to what I want to do. Curious how they are holding up, if you've learned anything new.

At the risk of sounding like a complete idiot, when you say ring on top, is that the first or second picture in the original post? I have looked at some many pictures of pickups online and it seems like a 50/50 split on the orientation, with everyone thinking their way is the right one.

You're quite right in that opinions are like a$$holes; everybody has one. My feelings are that the 2nd photo (bolt head below D-ring) is strongest for tying "down" a large load. If you carried compressed gas cylinders on their side you would use the floor rings instead, eh? My main reason is to reduce bending stress on the sheet metal mounting bracket, but in the real world it probably doesn't make a whole lot of difference since the Mav cannot really carry all THAT much at once. There may be other criteria that you find more important, like prevention of contact (rust!) between the floppy D-ring and the paint in the bed.
I've seen industrial D-ring brackets that use a shoulder bolt or spacer so the bracket can swivel freely (on the smooth part of the bolt) to align with whatever direction the tie goes. This would not be too hard to do with regular D-ring brackets if you were inclined. Here are a couple examples of the swivel concept, although neither is all that close to what my memory tells me I saw years ago.

Light duty anchors work just fine for holding a tarp or some furniture in place. If you had to haul something like a motorcycle and wanted to compress the front suspension, it might be worth rotating your tie points so they were in tension if not already. e.g. Ring on top, ratchet strap to handlebars on each side.
Remember that if you don't mess up the Maverick, you can always change your mind later on.
