Theories (unproven)

1) used during the assembly process
2) used to mount tools / fixtures for some maintenance / disassembly process
3) used for a feature (option) not installed on this truck
4) supposed to be used to clamp / tie down hoses or wires/cables but deemed unnecessary or said hoses / cables moved to a revised location late in the production schedule and this is a relic like your appendix. No longer needed, but would add extra time or cost to remove it.
