The story was saying something about bad dust blast, so bad he couldn't see the truck get hit with him being 10 feet away. Something like that might prevent the pre-collision system from working.
well - it was in a dust storm with zero visibility so the cameras couldn't see anything possibly.

After the initial impact I called 911 and they told me to stay in the vehicle. I could feel other cars and trucks barely missing me as I sat there and occasionally could see them swerve last second.The airbag had already deployed and when I took my seatbelt off I couldn't get it back on. At that point I just kept feeling like I was playing with fire inside the truck. The dust clouds were coming in waves and as soon as I could tell it was safe I got out and went to the side of the road. I was probably sitting in the truck for 3 or 4 minutes by that point.Maybe a minute or 2 from exiting the truck to the semi hitting it when another dust wave came in. I was about 10 feet from the truck and couldn't see it only hear it get hit.
Noted post was from Texas, so thinking a dust storm was to blame for pileup. We used-to drive through a notorious foggy area, so Dad would remind us that when he suddenly drove off the highway, it was to avoid getting into a pile-up.
