I think that's a fair(er) system than the current fuel tax system, which allows electric vehicles to drive for free.
I have an electric car, and in WA state (and many others) we pay a hefty registration fee surcharge that is substantially more than the tax we would be paying on the gasolene.

Regarding the breathalizer, it is fairly easy to imagine situations where it is better to depart a situation slightly intoxicated, than it is to remain there.

People that drive more, use more fuel, which is where the taxes are for roads, yes?

So a person who commutes 30 miles for work is paying more for their road usage than someone who commutes 5 miles to work.
I'm not sure I get your point. As I said, some of the taxes that support roads are from fuel; some are not. Those who use more fuel pay more fuel taxes. Others may pay more in other taxes.

So... Are you just agreeing with what I said? Or is there something more here I'm not getting?

I think my modem is disabled. I also think you have to have it enabled in order to collect Ford Points. The modem connects via AT&t isn't that correct? And we have a three month or X amount of data to use before we are supposed to pay. Least that is what I think. I know i have not agreed to any connection to AT&T, but I do like the remote start on key fob. It isn't actually disabled, It was never enabled.
The FordPass functionality (which is free) is separate from the WiFi Hotspot plan which you need to pay for.

Sort of. What I was pointing out was that EVs have destabilized that system by avoiding fuel taxes. That's why some states are tinkering with their taxing systems, and others probably will.

I agree. It's always fairly easy to imagine situations that would make something into a negative.

On seatbelts, for example, people said things like, "What if the car catches fire and the seatbelt jams and I'm trapped?" But it turns out that cars don't catch fire very often and that people without seatbelts get ejected from cars (and often die from it) pretty frequently.

My point, if I have one, is that systems should be evaluated in light of what happens most of the time. We don't have much data on "drunk-detecting cars" yet, but we probably will in the not too distant future.

Think of the modem as being enabled for things Ford is paying for and disabled for things you are not paying for or enabled for things you are paying for!!!!

Ford probably has two modems in there, a user high speed modem and Ford's low speed modem. The high speed modem is activated or not by the user, the low speed modem is always on and reporting telematics data.

My little company deals on the edges of the automotive space and we put a second low speed modem in all our systems. It costs us about $1/per month per system, well worth the cost so we can be ahead of the game when it comes to service.
