I don’t expect it to keep all the water out, just dont want a lot to get in.i figure to just put a spacer of some sort in the bed to put the luggage on or put the luggage in plastic totes.a snap on is what i would like since the only time i really need it is on trips.
That would be your best bet and is what I am planning on. You can get plastic tubs with snap on tops that are big enough for a piece of luggage. They aren't meant to be water tight but should be good enough to keep out any stray drops of water if covered by a tonneau.

Alternatively, if you don't want to get a cover at all and only use something when its raining, you could get a waterproof bed bag, and then just stow it when not in use.
Not for me, but only because of my age.

"Waterproof bed bag" sounds too much like something my doctor might recommend any day now.

Over-the-rail, one-piece tonneau covers tend to leak less in my experience. There are fewer areas where they can leak since water runs, well, over the bed rails and down the bedsides.

I had a TopDeck (I think they got bought out by Truck Accessories Group) on one of my F-150s. It never leaked a drop inside.

Keep in mind that the bed of a pickup isn't water- or air-tight, nor does it have weather stripping like the cab. While you may prevent water from coming in from the top, the bed is a low-pressure area and water and dust/dirt can get sucked in through gaps between the bed tub and bed sides or the tailgate.
I have the Extang Trifecta for my Ranger, and I do get some occasional water near the corners. Certainly, nothing for me to be concerned about. I've kept luggage and other items in my bed with no worry about water damage. I also have a fatigue mat to lift it up off the bed. The one I have is like this.
