states are all over the place on this, both by letter of law and in practice. He told me, in Ark., it is OK to briefly exceed the speed limit (within reason) to pass someone.
I met someone once who was cited for 56 in a 55 while passing on a hill. Why, yes, as a matter of fact, it was in Utah!A long time ago I got cited for passing someone at 63-65 in a 55 zone.
And I've had the adrenaline surge as the black & white suddenly appeared behind me while going 85, only to angrily whip around my sluggishness at high speed in CA, NV, and AZ.
There's really no reason for intercity traffic to be flowing below 85 in most of the southwest when it's dry, where you have several miles of visibility on the straight road ahead. Whereas in the northeast, I'm not sure some of those should even be 55!
While I'm at it, the left lane is not the "passing lane" everywhere. It tends to be in the midwest and northeast, while in the southwest its simply another lane (in which most of the time it is illegal to be going less than the posted speed).
