I would say, no they would not.

From the statements I have read from Ford. They will probably drop it in future models.
I don't think they will allow it to become retroactive.

I'd suggest starting with what the news really is, that's a misunderstanding of it sounds like.

But a certain model in a certain year obtained certain figures during smog/mileage testing, using certain optional settings - and Ford was given credit for that setup that was used in fleet figures.

Nothing regarding those past required figures was changed, only certain optional setting right now.

I highly doubt it but who knows. I do remember back in MY21 - MY23 ford deleted it in some models completely and a $50 credit was on the window sticker, primarily on the F150 & Expeditions I think. That was during the the chip shortages and supply chain nightmare.

Well, according to the Wall Street Journal this weekend the government is ending the credit the makers receive for having it.
If it costs the makers anything to include it and they are not incentivized doubt it will be on new ones. Of course there is no incentive for them to remove it.

Because it counted with the total emission output declared by Ford, it becomes part of the emission system.
Tampering with the emission system is illegal
EPA fines can be up to $45000 per vehicle
I doubt any Dealer would want to get involved considering the steep fines that could result

I think Stop/Start was added just to insure your upkeep cost would rise even more,
Maybe dramatically.
The purpose ?
Should be obvious.

They/them can sell you a new car sooner.

Refrigerators used to last 30,40 YEARS
They took out the bearings and started using bushings.
Now your lucky to get 8 years,

At the board meeting Bob got one helluva raise for that idea.

Ford and local dealers use Stop/Start in their sales promotions. They must love it. Or it's just an extra "fish" hook.

Bad for battery and starter.
I was told by a person with a long career in the auto industry (but not an engineer, and mostly worked with GM).. that, at least when initially introduced, AS/S actually did not use the starter and only a little energy from the battery. This is because the computer stops half of the cylinders at the right spot on the compression stroke. Then, all it takes to start up again is to fire the spark plug on a properly positioned and fuel charged cylinder.

I disabled AS/S first thing on my 25 EB, but if that's the way it works, it perhaps doesn't sound so bad.
