From what I recall, blame Iran, a major refinery in either UAE or Oman that supplies base stock for synthetic oils was damaged. There’s also a Saudi Aramco own refinery in S Korea that supplies premium base stock as well. Have not learned if this refinery has issues, lack key feed stock.
