I saw them as well when I took my ex-wife to Southport to see her Aunt and Uncle. Couldn't figure out how it turned left or right without turning over.

That was the scary part about riding in the damn thing! Every time we approached a roundabout or had to make a turn I'd swear we were going to roll over!! I'm still amazed they actually thought this vehicle was a good idea and continued making them until 2002!!

Answer.. it didn't. I only ever purchased one episode of Top Gear, and this one is it. When I first saw it, I rolled on the floor and it still makes me giggle.
