Is this pull string an actual manual connection to the trans? I have a mr2 that was stuck in gear. SMT trans tow truck has to drag it. It did have a manual detent you had to probe for but all that did was put the shifter itself in neutral. It's completely shift by wire. I bet the Mav is the same.

There are two things.
Lets be sure what we are talking about.

1. There is an electric parking brake

2. There is a parking pawl, a pin that goes into the transmission that puts the car in "Park" status.

Note either will hold the car on a hill by themselves, and each is a backup system for the other.

Seem to tow a "dead" car with wheels down you'd need to release both.

With a jump box or a jump from another vehicle, those are really your only options. The truck needs power to engage/release the parking brake and shift out of Park. Jumping it should have it fully drivable (at least until you turn it off when it might need jumped again). Use the jump post under the hood, do not connect directly to the 12V battery under the rear seat. See your manual for guidance on jump starts:

The Manual Park Release (as referenced above) is only for the 8F35 automatic transmission on Maverick EcoBoost. Hybrid does not require this as its eCVT transmission operates differently.

Seems like a trip to the dealer is order, referencing TSB #22-2340.

Temporary Neutral Mode allows the vehicle to be kept in neutral even after it is turned off. That's not OP's problem.

OP's problem is yet another Maverick Hybrid with a dead 12V system (likely caused due to the known issue of the wire harness as referenced earlier). Thus, the vehicle won't even turn on to be shifted into neutral. To do that, it needs power, at least to shift out of park and potentially to release the electronic parking brake. Thus, a jump is needed.

I actually answered the OP question. So I would say my post helped. Thanks though.
Manual park release tether is

1) Not applicable to this issue; that's for when the transmission is broken and thus won't shift out of park. Still need 12V power to be able to turn the vehicle on and release the parking brake, then try to shift out of park but be unable to do so.

2) Not present on a hybrid.

The only solution is to supply 12V power until it can be addressed by the dealer under warranty (short of some fluke where the battery simply was drained dead but will recharge just fine).

This should do the trick - but you may need to jump the Maverick to fully unreleased it.
