For my MY25 XL hybrid, I discovered that all I have to do to prevent the AC from coming on EVERY time I start up the truck, which it consistently did, is to turn the fan setting to 0 before I shut the truck down.
The Ford Ai assistance bot had a different opinion, as it said turning off the AC via the button for that would work, but on my vehicle, it did not.
With a follow up question, noting that AC turn off did not prevent the AC from coming on, the bot said it might be turning on the AC to prevent high humidity/window fogging, which could be true, but that did not seem to be true.
In any case, switching off the fan before shut down appears to always work regardless of other settings or environmental conditions.

I don't have a hybrid, so could it be that the compressor needs to run to cool something else?

Yes, it works. However, it does NOT prevent the AC from defaulting to recirculate ("MAX") frequently when it's switched on.

The recirc is something I didn't test for, but it appeared that was based on the prior setting IIRC.
You added the caveat "frequently"... So sometimes it does and sometimes it doesn't?

I didn't like the AC coming on in a 60F morning after driving during the previous hot afternoon.

Edit: Tried it again today... Fan off prevents AC from starting with vehicle start up, but turning on the fan (it was very hot) kicked on the recirc each time. This may be an environmental control thing...
