The fuel tank in HYBRIDS is at minimum 16.5 gallons. There's lots of threads about it.
I have personally put in 16.5 gallons once, 15.x gallons quite a few times, and 15.0 just yesterday and I was not even all the way to empty yet.
It's been proven that 13.8 is just the value the computer uses to calculate your range. It's way conservative. But rest assured you'll always have at least 13.8 gallons to use, but usually more.
In the computer, it's always 13.8 x recent (100 miles) MPG x fuel sensor level = miles to empty.
Yesterday and I was above empty:
In warm months I go 700 miles every tank. Nearly 800 miles once that had zero highway miles that tank.
