I only know safe ket as 2 things: an insurance product sold for key loss (should be way more than 14$) and a non chipped door only or valet type key (runs for a few miles then disables the system without a chipped key -Lincolns had this) oh I guess 3 it could be a storage of your key code for remote replication aka you lose your keys and a locksmith calls the dealership to make a valet or door key to let you in.I think it might be key registration where they give you a little tag for your keychain and if you lose your keys someone can drop them in a mailbox for return.
Florida charges that crap too. It's a disposal fee they say. I tell them I'm NOT disposing them, I'm buying them.State charges required for the sale of new tires/batteries even if they're already installed on a vehicle.
