DIY Oil Changes? Accessing oil filter?

Is my engine shield cover different than everybody else's since it looks like I am missing a panel under where the oil drain plug is?
It does seem pretty stupid that I could drain the oil out but still have to remove the shield to get to the oil filter.
This is the way it came from the factory. That hole has always been there and it looks like a panel should fit inside.
This is on a 2024 Lariat Hybrid.
