17% means only 17% of total Maverick production is allowed to have that commodity.

So does this mean 14%/17% of ALL Mavericks being produced can have this option, or just 14%/17% of the XLTs/Lariats being produced?

So if only 14% of the total scheduled builds are XLT, they would all get luxury packages.

Not necessarily. That just means 14% of all production CAN be XLT luxury packages. Not that they all would have to be in that scenario. We have no idea what they actually end up producing as Ford doesn’t release that info to the public (that I know of, if someone has that data that would be cool)
