New theory:
Maybe it was SUPPOSED to be a tie down point for the HV Cable going to the electric air conditioner, but late into design, they found out it was unsafe to bend cables at that tight of a radius, or, the high voltage lines running too close parallel to the metallic air conditioner lines could induce a current into the lines. A sound potential problem. They left the bracket there because it was already made and it is multi purpose and holds other items lower down.
Ya gotta admit, the actual routing of the orange power cable for the air conditioner up and around the wiper fluid tank, around the coolant degas bottles, and up near the hood closer, and in an area much more prone to get hit with a tool by the home mechanic, seems a little "unrefined". Like a literal last minute design change.
