I have only had my Hybrid a few days, but reading through the owners manual it says, on page 376, 13.8 gallons.
But what that really means is:
The computer uses 13.8 to make it's predictions on the screen.

MPG x %fuel remaining of 13.8 = MTE

13.8 is what you can consistently burn.
13.8 is not what is physically present.
(You can put 16.5 into a bone dry tank.)

I just don't get it, but OK...

Simple:
Use 13.8 gallons between trips to the gas station and you will never run out of gas because the tank holds 16.5.

Maybe 0.5 is stuck in nooks and crannies the fuel lines can't reach.
So a non-exact about 16 gallons is "consumable" in an emergency.

Burn no more than 13.8 each time and you will still have "about" a non-exact 2 gallons of reserve, for emergencies.

I've yet to do any better than 37 mpg with my '22 XL Hybrid. I'd be happy to crack 40. I can only hope warmer days improve my mpg.

Speed has so much to do with it.
Those consistently under 40 MPG probably do a lot of highway driving.

Those consistently 🖐 getting over 40 MPG probably do mostly city driving.

Next consider the weather.

Cold and high speed = double whammy.

Warm and low speed 🖐 = double bonus (miles per tank).

So here we are, five miles from officially getting 600 miles per tank on the hybrid with a little left in the tank…. Anyone else approaching 600 miles per tank? ( yes I realize driving style and conditions vary, but hey…it’s still great mileage)

The 23.13 is the total numbers of hours in the Maverick.

Heater use drops MPG up to 40% (if on a high setting). Can drop MPG 10% to 20% from what most consider a mild or medium setting.

Also MPG modes in order lowest to highest:

Sport & Tow/Haul ties for worst
Normal
ECO
Slippery is best
This is what I get in eco mode. mixed mountain/city/highway driving

Many many reports of "first tanks" being "best tanks".

Evidence of perhaps non-ethanol gas used at the factory and/or air/fuel ratios running lean the first few hundred miles, or a combination.

New personal best. Just normal driving, not attempting to hypermile or anything. The warmer Midwest temps certainly seemed to help.
