Are we talking about the Americans with Disabilities Act?
No, we're talking about a minority of people who can have a situation rectified by wearing proper glasses, if they have to drive at night, trying to control a majority who have no problem with with their headlights.

I think on my end I'll push for a more restrictive (tighter limits)on driver's license.
A daytime driving only restriction on a driver's license is a restriction that limits driving to daylight hours. This restriction is usually placed on drivers with visual acuity that falls below a certain level.

Just looking through the ADA. I don't think your cause is going to meet the standards of need.
Examples of disabilities covered by the ADA

Heart disease, Blindness or other visual impairments, Cancer, Cerebral palsy, Diabetes, Epilepsy, Migraine headaches, Muscular dystrophy, Paralysis, and Anxiety-related conditions.
The ADA protects people with disabilities from discrimination in employment, transportation, public accommodations, and more.

As we are told by our government.

Unfortunately there is little enforcement of DoT standards in many, many areas which drives the pushback against vehicle headlights like this thread shows.

If law enforcement and inspections started enforcing correct headlight aiming, fog-light usage, citing for non-street legal bulbs/lamps, citing for lightbars being used on-road, citing for improper high-beam usage, etc., many of the problems go away.

If you get a ride in the back of a cruiser to a police station and your vehicle gets towed and impounded for using off-road lamps after ignoring a fix-it citation, I'd wager that'd be a self-correcting problem pretty quickly.
