Ford has limited control of what dealers do because state franchise laws protect the dealers. Want car manufacturers to have more control then convince the legislators to drop the franchise laws. They won't because dealers pay big money to legislators to keep them.
There are penalties by Ford for those that don't use COVP and those that skirt the process but they are not 100%. There are number of times they do it in a period of time with varying allocation reductions. Ford wants to go to a model where you order from them and the dealers just deliver and service it but that is against the law. They want to control the price charged but they can't because it is against the law. They are trying to bring about change with the EV division rules but they are getting sued over those rules.
