Thanks for the suggestions. I may pursue the service manager. The previous one actually used to be a good friend but he retired. I also have a second dealership well within the distance that I may try. I also brought the vehicle in for an oil change and tire rotation as well as three recall notices but apparently, they only did one of the recalls.
Reprogramming recalls are generally done quicker and easier by remote tech in your driveway or parking lot at work. The bays and computer at dealership can be booked up, apparently (maybe remote tech cannot do it in dealers parking lot, I don't know). Did you specify all three recalls when you made appointment? Perhaps they did not schedule enough time? They don't usually take that long so I would guess tech just missed doing the other two for unknown reason. I had to have one recall done a second time for some unknown reason assumably because it was done but not updated on computer as done?? Who knows. I did have multiple recall done in driveway on two different mavericks.

Had 3 recalls done in driveway in about 45 minutes . tech said one update corrected all 3 at one time . tailgate issues reported in other posts and cables replacement needed to correct that issue .

Well, I contacted my salesperson who has been really nice from what I've seen. It turns out that there have been two turn signal recalls and they are Vin dependent. So, the did do one of them and the other is hanging on my Ford pass for no good reason. So, I'm ok with that. My sales guy also said that I could stop by and he'd switch out my cables with a new Mav. on the lot. I just have to get the time to meet up with him.
Meanwhile my average MPG is now at 34.9 :) This is a summer long average from the dash numbers and not a fuel tank estimate.
