Don't do it, OP. Not only can it be illegal in many jurisdictions, it's also very annoying for all drivers who sit behind you. Also possibly bad for drivers and passengers who may be sensitive to rapidly strobing lights.

Just make sure you have a good insurance policy at the end of the day and try to be attentive of distracted drivers and give them a wide berth. That's really all we can do to protect ourselves from inattentive drivers. Making driving annoying for everyone else with strobing lights won't help things.

The NHTSA has repeatedly noted that they violate motor vehicle codes for rear lighting and can not legally be installed by a dealer or a shop/mechanic."

Prohibited by federal statute. FMVSS 108 is the governing document for vehicle lighting in America and section 5.5.10 states that all lamps that aren’t headlamps, turn signals, hazard warning lamps, side marker lamps or school bus warning lamps “shall be wired to be steady-burning.”

When coming to a congested area after traveling at highway speeds for a time, I will pump the brake pedal a few times to get the attention of those following just in case they are sleeping. I slow down as normal, but attempt to avoid being rear ended by someone not paying attention.
Someone, at least one, is selling a device for cycles that flashed the brake lights when the brakes are applied. Guess they may be in contact soon with Federal agents... or not.

If it saves you from one rear end it will be worth a ticket or two. I have a strobing 3rd brake light and strobing hitch light and a tailgate lightbar.

(a) Any motor vehicle may also be equipped with a system in which an amber light is center mounted on the rear of a vehicle to communicate a component of deceleration of the vehicle, and which light pulses in a controlled fashion at a rate which varies exponentially with a component of deceleration.
(b) Any motor vehicle may be equipped with two amber lamps on the rear of the vehicle which operate simultaneously with not more than four flashes within four seconds after the accelerator pedal is in the deceleration position and which are not lighted at any other time. The lamps shall be mounted at the same height, with one lamp located on each side of the vertical centerline of the vehicle, not higher than the bottom of the rear window, or if the vehicle has no rear window, not higher than 60 inches. The light output from each of the lamps shall not exceed 200 candlepower at any angle horizontal or above. The amber lamps may be used either separately or in combination with another lamp.
(c) Any stoplamp or supplemental stoplamp required or permitted by Section 24603 may be equipped so as to flash not more than four times within the first four seconds after actuation by application of the brakes.

Many/most states make flashing red light are illegal, for obvious reasons.
Many/Most states they are PERFECTLY LEGAL if you follow the rules.

IE: blink 3 times ONLY then steady on for the remainder if pedal press.

DOT certified busses have them now I see them on the roads every day. Motorcycles have them. I see them every day.

The "problem" is: if you are different, you have an advantage. Once everyone is doing it, no advantage.

The "clank clank clank" in reverse gives the Maverick an advantage right now because no one else (or very few) are doing that.

I want my and my Wife's third brake light (only) to flash.

Who makes drop-in bulbs?
I've seen the modules that are cut & splice but I'd pay a premium for a drop in bulb.

I remember reading about the LEGAL deceleration lights in the late 1980's. Always wondered why more people didn't do it.
