I have found that there seems to no longer make a difference between normal and eco. Is this because of cold weather in winter

I gave up remembering to switch to Eco and just use normal! It was one of my complaints on my one year review to Ford that will have no effect on my truck or future trucks. Probably should have just deleted the email. They have shown no interest in changing!

Ford certified the Maverick with normal mode that's what it has to default to.
Ford won't change because they would have to go through the EPA recertification all over again.

I've gotten used to pushing the mode button 4/3 for slippery mode. I consider the mpg that I get perfectly normal. I prefer the easy coasting profile in Slippery mode then I do the more aggressive regen profile of the ECO mode.

Trip 1 👇 is current tank.

Yeah, this is what I am getting now, which I consider bad. I would consistently get 44 to 45 and 700 miles per tank if I really top the tank off I find it hard to believe that a temperature change in 20 degrees or 25 degrees can cause this

That's a huge temp change either direction really.
Like if it was around 70 and went up to mid-90's and above.
Impact to mpg also.
Now 70 to 45 or 50 - heh, not so bad.

Another point to your comment about EV not kicking in on the highway as normal.
Obviously cold can do that as commented.
Since you are moving fast also harder to hold on to the heat, it's not going to allow the ICE to turn off if the coolant is below 120. If it's already off and below that line and not needed, it'll stay off.

If you have the heat on, that minimum increases - I've seen 135 and higher, and in the case of heater on, it will turn on to keep that minimum if not running.

My coast down from highway exit to stop light in 1/5 mile can drop 150's to 127 at 20 F easily.
Which means I'm running ICE at stoplight purely for the heat - if I don't remember to turn it down since I'm usually warmed up by then anyway.

Also - unless you just have several good downhill sections where EV is used, stronger head wind could prevent it also.
But probably heater on.
