Correctish. There is two dimples in the lower grill valence that should be drilled first and that lines it all up. It's clearly show and explained in the Ford bulletin about the installation too...

That's a dealer-installed PDI item, since some states do not require them.

Thank goodness AZ doesn't require them

My guess is that they're not using a flat-rate mechanic to install license plate brackets, or do the PDI for that matter.
