Can I install this without lifting my maverick? I am worried about even starting if I need to lift it.
I had the front end up on ramps, lowering the read end, and still had enough room to install the plates. I also had better tools than what was provided in the kit, which helps.

Had no problem simply laying on a pad in my driveway. Did use mostly my own tools, especially the breaker bar, but had no real problems. Don't tighten the bolts until you have them all started as stated elsewhere.

You can try loosening the surrounding screws a bit; it should make the last bolt holes easier to align and tighten.

You can also try flipping the part, as the lengths on both sides are different.

Looking at this picture where the bolt is. My hole in the frame is about an inch higher than this one. My truck is an FX4. I probably need to drill a hole a bit farther down to get this bracket to fit. Hopefully Ryan will see this and they can make brackets a bit longer for those that need it.

I really don't think you have a different hole location. It's understandably hard to judge based on pictures, but at this point a LOT of people have installed these without drilling holes. Please don't ask the vendor to make changes unless you know it's needed.
