No key is not on.

Almost all modern cars have done away with locking steering columns, the Maverick specifically does not lock, key in or not.

Mine has been designed and installed by Roadmaster, will be available 7 to 8 weeks from now.

In the third picture (closeup of installed tow bar base) it appears that the active shutters on the radiator have been removed?????

You need an third party baseplate installed, Roadmaster, Blue Ox ot Demco. My hybrid Maverick is one of two scheduled to be the prototype for Roadmaster with the baseplate being commercially available around April 4, 2022.
