So that's not Cruise Control then. This is either not true for the 25 Tremor or Co-Pilot 360 but it absolutely uses the foot brake on its own. I can see the brake lights come on when I come up on slow traffic or a speed zone or a corner when using the cruise control, and I can feel the vibration on the long hills when the brakes are getting hot.
That's Adaptive CC.
There is a difference.
And therefore your 25MY Tremor compared to 23MY XLT.
Cost is reason for difference - less sensors installed.
But - even for ACC (so really applies to plain CC), manual says...

Hilly Condition Usage
Select a lower gear when the system is active in situations such as prolonged downhill driving on steep slopes, for example in mountainous areas.
And yet - the 25MY manual continues to amaze with this bit of seemly contradiction.
SWITCHING FROM ADAPTIVE CRUISE CONTROL TO CRUISE CONTROL

- From the driver assistance menu, press Cruise Control. See Driver Assistance Menu.
- Press Normal Cruise Control.

And this is the same as prior years Carlitos showed.
