What horsepower could you add? You couldn't order a DOHC engine for one.
Like the post previous to mine said, there were no real horsepower upgrades, just heavy-duty equipment. (From what I've read over the years, the 4.6 DOHC from a Continental or Mark VIII will fit quite easily under the hood of the Town Car, just some time-consuming wiring harness changes.) My Lincoln did have true dual exhaust (2 catalytic converters, 2 mufflers) which supposedly upped horsepower from 190 to 210, and a 3.27 locking diff. Loved that car; the only reason I sold it was due to parts availability.

The '90s Police Interceptors did not have different intakes. They had standard dual exhaust, but dual exhaust was available on retail Crown Vics. The Police Interceptor horsepower rating was identical to a retail Crown Vic with dual exhaust in the '90s.
Your right I am getting the "power improvement" heads and intake mixed up with the "police interceptor" again. I just get my "PI"s confused. We got Crown Vic PI, Magnum PI, we even got Maverick PI!

Mustang GT got PI heads for 1999. Police Interceptors didn't get them until 2001. They also had the crappy plastic intake that cracked due to hot coolant. The AED supercharger kit installed in mine has its own aluminum intake plenum. :)

I have always been one of those wish I had a panther guys. My dad had a nice Marquis in the 00s. A buddy had a 86 towncar and another craziery buddy had a 84 police interceptor with the 351 HO 4bbl. He straight piped it and hung some fuzzy dice in the mirror and did burnouts every time I saw him.

I've been driving my 2001 since 2001. It's been a great car, but the transmission is making me nervous. I wish I could find a good shop to do a rebuild.

The 351 Windsor (1968-2000) got fuel injection (throttle body and later multi-port). It was considerably "faster" with more power and more torque than the 302, especially in GT40 form.

EDIT: Never mind! I see that we're discussing police interceptors here, so I'll stay out of the discussion I suppose the 5.8 never got fuel injection in the Crown Vic, as it was phased out before then.
What was a 5.8 GT40?
Never heard of that, the last high performance 351 was the Cleveland.

Back in the day... (I am Old, you know)
I remember the "Cleveland" 351 was faster than the "Windsor" 351...

Jerry
The high compression Cleveland had exhaust valves that were almost as big as a 302’s intake valves.
The 69 4bbl Windsor (very rare) actually ran pretty strong, better low end tq than a 70/71 closed chamber 4bbl Cleveland. It was when you started modifying that the Cleveland pulled away. 2.19” intake valves and 1.71” exhaust valves with huge (to big) intake ports a 460 could breath through. Did pretty well in Pro Stock drag racing. Boss 351 was a real monster.

There were high-flow GT40 small block Windsor heads in the 5.0 Mustang Cobra and 5.8 F-150 Lightning from 1993-1995. Actually, they are virtually the same as 1969 351W heads...

There's lots of info out there, but here's one resource:

I knew about the GT40 heads, just had never heard of the Cobra or Lightning engines referred to as GT40. 69 Windsor heads were a big deal if you had a 289 or 302 back then, if you could find them😉

I should have been more clear when I said, "in GT40 form". I simply meant "with GT40 heads" or "GT40 equipped".

The later year V8 Explorers had GT40p 5.0 heads. The spark plug angles were screwy but other than that they were good heads. The best thing about classic windsors was how many years had good interchangability. For almost 40 years of production you could swap damn near anything you would want to between 289s, 302s, 351s as long as you had the right intake. The stroker builds are really strong. Tight packaging, dizzy up front, aluminum block availability. Just great motors.

My late best friend and I used to work at a diesel machine shop and had access to the machinery. We had a buddy with a junk yard that would let us take an engine from a totaled car, rebuild it and sell it sharing some of the profit with him. We got to buy TRW engine modules for our shops price.
One time we pulled a 4bbl 351W from a 69 Monterey, it had Mexican head castings and block with Hecho en Mexico cast on them.
The heads were awesome and hard for us to part with, it was the early 1980's. They had 1.84 Intakes and 1.54 exhausts with small combustion chambers and.........small early 289 pushrod holes with early 289 adjustable rocker arms. Not sure if this engine came from the factory in that big old Merc but I bet it ran pretty good.
I had a 70 Cougar XR7 with a FMX, 3.00 gears and a 300hp 4bbl Cleveland.
I knew a dude that had a beautiful turquoise 69 MACH 1 with an FMX, 3.00's and a 290hp 4bbl Windsor.
Until I swapped out the 300's for some 3.89's I'm pretty sure his Mustang would have taken my Cougar, much quicker out of the hole. The gear swap totally woke that Cleveland up, it would pull past 6000 when stock and bark the tires on a 2-3 shift, I smoked him after that.

I seem to remember Ford actually advertising that, I thought it was pretty cool.
This was around the time the news media was doing it's best to rid the world of the Explorer because of roll overs due to tire blowouts.

This looks like a Honda Ridgeline and a Santa Cruz had a one night stand. It's like the ugly baby that everyone says isn't ugly because they don't want to offend the parents.

It's breath-taking.
