Unless it was a replacement engine, a 351 in a '69 Cougar would be a Windsor. The Cleveland didn't debut until the 1970 model year. Yep Explorers had the second highest output for a 302, right behind the boss 302 which of course used Cleveland headsI seem to remember Ford actually advertising that, I thought it was pretty cool.
This was around the time the news media was doing it's best to rid the world of the Explorer because of roll overs due to tire blowouts.
I had a bit of a rare bird, 68 Ranchero with a 230 hp 302 4V. Cast iron intake, Autolite 4 bbl that ran on regular. Same cam, compression as the 2bbl version. It had a C4 and 3.00 gears and was not very fast.
