Also you normally have no specific vent(s) selected? In my experience that also tends to make the HVAC system act in semi-autonomous mode to a certain degree.

Oh SNAP! That button is only for FAN SPEED. Does not or should not affect A/C.
True, it auto controls fan speed based on what your setting the temp for.

Having had many cars with auto climate, but never a Ford, I will offer my insight based on what I know about other brands. This is likely for dehumidifying the cabin and you probably can do nothing to stop it. Just press the button.

I have XLT hybrid and had this same exact question when I 1st got it. What I figured out is the car "thinks" it's in auto mode even though the auto light is not on. To get it out of auto I had to press one of the fan direction mode button (notice in pic above none of the direction button is on). That takes it out of "auto" mode, make sure AC is off, next start AC should stay off.

Not sure if this is bug or just bad instructions. Hope that works for you.

This has a high probability of being true. Does not make it right!

Also, again in other brands, just because that A/C button is lit does not necessarily mean the compressor is running.

I always have the front panel vents on. The problem persists. The only reason they were off was I had "just" cycled the auto button per a previous suggestion.

It does when my teeth are chattering.

I wasn't saying the Maverick or your truck specifically, just some cars I've had will show the A/C button on all the time even when the A/C compressor was definitely disengaged.

Fun fact - I owned at least one Mercedes where the A/C compressor was not capable of disengaging (no clutch). It ran 100% of the time with the engine no matter what you did.

I think somehow the system is stuck on auto. Try turn auto on, then auto off, make sure AC off, press one of fan direction button, then restart. It was frustrating for me at 1st too because I hate AC coming on when I don't want it to. I don't ever use auto and AC has been staying off when I leave it off, and on when I leave it on.

Good luck!

After pressing all the buttons even the ones I generally don't use (auto speed) I think something reset. Maybe straight from the factory things need to be cycled once for some "chip" to learn all the settings?

Bottom line: three mornings in a row AC stayed off.

After reading all these posts, it is mostly user error & individuals who are not familiar with auto climate control. If you don't want a/c, set your temp to 70-72, then make sure 'AUTO' is off, this setting controls automatic fan speed to some point, but it also will maintain your temp setting, by engaging a/c or heat as needed. Then select the arrow pointed at the persons head for vents, or the one pointed at the feet for under dash vent, this setting will also push air to the rear of the cabin from the under seat vents. Control your fan speed with the rotary control & it should remain at that speed until you change it. It appears the OP also had dual hvac controls, this may require you to go to the bottom of the control panel & set it for each side. Anytime you set the control to LO or low 60's, the system is only trying to do what you have set, by turning on the ac. OR you can turn the system off by pushing the middle of the temp knob, a minimum amount of air with come through the dash vents.

No, but thanks for trying to explain things to someone who has never driven a car ever.
The OP does not have dual climate controls, does not have automatic temperature controls; but DID have a fresh from factory vehicle with fresh from factory settings, in which it appears some things need to be "run through the paces" to get everything initialized

P.S. I want temperature set to 59 with no A/C. Which is possible. Do able. And I'm doing it. Because it's usually 59 outside this time of year.

For those who have never driven a car, or ever been in a car, this is called "natural ventilation". Or "vent" for short, a term used by most automakers, for generations.
