Got the following email from Ford today. Sorry I couldn't get all of it captured but it looks like the Maverick is not exempted, so I should be able to use it.

Hope they can get my MY22 converted to MY23 order done in time for me to use the Cert.

Maybe they are trying to make up for the other $750 cert they gave me that expired. . . .

Probably. They've offered similar targeted incentives (rebates) for many years, less frequently the last couple. Others were also able to redeem the $750 toward a Maverick.

Targeted implies not random, so I'm wondering why does Ford apparently only send this to certain people.

"most other vehicles" get $750 - note the exclusions don't include Maverick.

Also note the many posters who received $750 off at the dealer and didn't realize what it was for.

If you're targeted for it, Ford Marketing or your dealer can look it up; you don't need to bring anything in. You can also call Ford to see what it takes to get targeted but may not have any luck.

Note that the PCO will need to either be active the day you place your order or the day you sign the papers at the dealer.
