I'll be interested to read the actual rules once they are adopted to see what carve-outs are in place. How will they categories different things and who gets to be exempt.Yes. Just a first step. Not a ban on fuel powered vehicles. There will be fuel powered commercial and heavy duty vehicles. You know what is a "commercial" vehicle in California? All pick-up trucks. It's what they classify it is, not what you use it for. Use your F-350 for only hauling kids to soccer?! Still a commercial vehicle.
I have already seen it suggested that you will still be able to do buy a gas vehicle in another state and bring it back to California and register it. If they don't allow that there might be interstate commerce laws they will run into.
