That looks like rust under the paint, emanating from a stone hit. That's user-caused, not covered by warranty.

This looks like paint bubbling due to corrosion of the aluminum hood (due to poor surface prep). The paint did not adhere to the metal and is popping up. The damage appears to be underneath the paint at the front edge and should be covered by the corrosion warranty. I had a Buick repair for this. Take it to a reliable Ford dealer for inspection.
