I saw a couple of videos on adding Fog lights. During the installation, they remove the grill and front bumper. The installation requires relocating a speaker located on the driver's side. What is the function of this speaker? Is there a way to test it?

I have a 2024 Hybrid Lariat.

That speaker is for the mandated noise hybrids have to make when they are in battery mode to warn pedestrians.

The speaker makes the "growl" noise when you take it out of park and put it into drive, as well as the backup beep/noise when it's in reverse.

Technically illegal to remove it, moving it would be fine as it's still functional after.

Do they also make a sound when you just get in the car and start it without moving? I always wonder since in my neighborhood cats like to go under the car or in the wheelwells and some of them are dumb enough to wait until my motor starts to get out.

Many years ago, a cat slept on the engine of my '68 El Camino SS396. When my girlfriend started it, the cat jumped ....... right into the fan blade.

Actually, it is not illegal to remove it for the consumer. It is illegal to remove it if you are the manufacturer.

Many years ago, a cat slept on the engine of my '68 El Camino SS396. When my girlfriend started it, the cat jumped ....... right into the fan blade.
Had the same happen with a 1972 Chevy half-ton heavy duty longbed pickup... Except the cat crawled into the fan shroud between the radiator and the fan... Only 1 way out and it tried.
We thought it was done for as bad as it got beat up. Next day it was running around and licking it's wounds. We affectionally called it "8" after that.

Not entirely true. According to NHTSA-2016-0125-0001 , it is illegal to disable or remove the VESS on a hybrid vehicle. There may be some very limited rules to disabling it, but the vehicle would no longer comply to the Pedestrian Safety Enhancement Act and would be found to be illegal for road use. Neither the manufacturer or the civilian may disable it and that pretty much applies everywhere.

Ahh - you are thinking of mattress tags!
And sleeping bags, and several other items declaring what's going to melt your skin if it starts on fire.
And illegal in those cases from manufacturer through the re-sellers - only the consumer allowed.

So many conflicting reports, it is hard to know for sure.

I can see where one would be liable if you disable it and it results in an accident. Not sure if this kind of thing is being enforced beyond the manufacturer?

Not sure why they would waste resources enforcing it.
You are liable now if any incidents.
Perhaps they log the fact there is an error in a module starting on a certain date, and it wasn't taken care of - in case someone tried to include them in a lawsuit after you ran over someone.
They can prove it was working fine, and the owner failed to address an issue when it started.
