Spare Tire Tools-What is this plastic part?

I opened up my spare tire tools from behind the rear seat on my 25 XLT Hybrid so I could become familiar with their use before I ever have the need to use them. I even lowered the spare so I could apply some additional Fluid Film above it. Anyway, I am wondering what the purpose of this small plastic part is? It does fit in the end of the lowering rod but it does not lock in and just pulls out.

Emergency fuel filler door opening tool. You should be able to find the info in the manual, the below is from the MY22. Note I always thought this was for the EB, think the hybrid has something to pull in the driver side wheel well ???

MANUALLY OPENING THE FUEL
FILLER DOOR - HYBRID ELECTRIC
VEHICLE (HEV)

Note:The transmission must be in park (P)
or neutral (N).

To manually open the fuel door do the
following:

1. Retrieve the emergency opening tool.
Note: The emergency opening tool is with
the jack and tool bag. See Changing a Flat
Tire (page 346).

2. Insert the emergency opening tool in
the position shown and gently pry the
fuel door open.

Note: Do not press the fuel filler door
release button if the emergency opening
tool has been used.

Using the emergency opening tool can
cause the tappet to temporarily dislodge
from the fuel filler door and remain
attached to the fuel filler door opening. If
you press the fuel filler door release button
after using the emergency opening tool,
locate the tappet and reinsert it into the
fuel door.

That little curved plastic piece is the Hubcap Removal Tool and "Fuel Door Emergency Opening Tool" straight from the manual. The Hybrid Confusion: Because Hybrid Mavericks have a pressurized tank and a locking door, there is a green handle manual fuel door release cord hidden behind the drivers interior wheel well panel near the top of the strut.

My 25 XLT Hybrid has the green emergency release cord tab for the gas fill door so I don't think it is for that. My truck wheels do not have hub caps. I am still thinking it is somehow related to the spare tire since it is part of that tool kit. The pouch even has a small sewn section just for it. My only guess at this point is because it fits into the end of the rod and is curved (for a finger) it enables one to push by hand (without injury) the two piece rod in through the bumper hole for rotating to lower the spare.

Hubcap tool. The XLs have them over the lugs. Standard kit in all trucks to save time/money making different kits for different trims.

Not for the fuel door unless you want to break the locking mechanism. The pull cord is the manual release.

The tool in those graphics is very different. It appears early versions of the 2022 manual had the wrong/outdated information as the hybrid trucks shipped with the release cord.

The standard wheels on XLs have small hub caps. The tool is used to remove the hub cap on XL (only) models with steel wheels..

I suspect Ford puts the same tool kit in all models regardless of configuration.
