What is this green bed part?

This green plastic part shown is on the driver's side bed wheelwell. It is loose and dangling in the right side. Left side is attached inside the bedside somewhere. What is it? Is it a problem?

Yes - Hybrids have a pressurized fuel system that requires a release button by the headlight switch.
