It should be noted that the lights are up/down adjustable. I adjusted mine as far down as they would go, but if I was to use them strictly for driving lights, I would align them up higher

Photos of lights on posted on this thread. Again, I aligned my lights as far down as they would go, but if I were to use them strictly as driving lights, they need to be aligned higher.

You are correct. Apparently, the amber lighting cuts through the fog better than the white. These lights included amber inserts if you need them for fog. The inserts are easily removed so you have the original white light to use for driving. These lights are too bright for regular street use. I haven't yet tried them with the amber lenses to determine if they would blind oncoming traffic.
Also, generally speaking, fogs were also mounted as low on the vehicle as possible to shoot light under the fog.

I had Michelotti fogs mounted under the front bumper on a ‘72 Bug Convertible. Automatic covers because they would get hit with debris very easily.

Inspired by @Darthie, I loved the look of the round driving lights mounted on his Tremor. However, I did not want to take the chance of removing the bumper only to discover the hybrid had no mounting holes for the bracket supports. Plus, the brackets were from one vendor and expensive ($60).

After much trial and error, I finally was able to develop a mounting system on the Lariat's grille. Keep in mind, the Lariat's grille is much more sturdy than the XL/XLT and I would not advise using my technique for those models. While I did not need to remove the bumper, I did need to loosen the grille assembly in order to pass through the wiring. Much less work. Also, the lights are advertised as driving/fog, but they are definitely more of driving light as there is not as much spread as you would hope for in a fog, although, they do come with yellow lens inserts. Total cost was around $100 including the lights, which included the harness and a switch. I added the brackets and used stainless steel fasteners.

Asking for a friend - are those legal to drive with them lit on public roads the effect look similar to my (his) small light bar on a Jeep after getting a warning from a highway patrolman

I think not. They're too bright and would blind oncoming traffic. I'm going to test mine with the amber fog light adapters to see if that cuts down the glare. As I stated in an earlier post, I tried angling them down so that they focused more to the ground, but that didn't do anything to change their driving light feature into a fog light. Driving lights have more of a pencil beam whereas fogs are designed to illuminate a wider arc. As for purposes as driving lights, these do the job, but not sure how they would handle fog.

Update on my fog/driving light install (In the rare event anyone is interested :D )

I wanted stone guards on the lights to protect my meager investment, but rare to find 5" guards and I wanted the metal grid. Nearly impossible. However, I did find these 6" guards on eBay for $8.99 for the pair and they looked adaptable, so I worked at it.
I used small "L" brackets found on Amazon and bent them into a "Z" shape to make up for the extended size of the guard. One end connected to where the light housing attaches to its support bracket and the other connected to the guard. No doubt, pictures are better, so posted. I'm happy to field any questions.
