1. No stores, of any kind, have been sitting on inventory, of any kind, for long in the past 2 years. Outdoor home improvement products have been one of the top sellers since March of 2020.Actually I have sold that product for many years. Pallets of it every year. If you leave it out in the weather it gets wet, through those tiny little holes. Not right away but it does. When they arrive on the truck weight is pretty guaranteed. But let them sit in the yard and that pallet can be close to double the weight.
Peat moss (the primary component) can hold up to 10x its weight it water. That's why it is used in most potting soils.
Most times they sell fast enough it doesn't matter but this time of year if the pallet has been sitting out since spring they can get heavy.
2. If this product was 40%-50% by weight, it would be slurry.
3. Again, there is not 3 gallons of water in each of those bags.
4. Peat moss can hold 20 times it's own weight in water.
Either these are some rare bags, that avoided being sold for a long long time, and were kept out in the rain uncovered, had many many holes in all of the bags, were not stacked- rather laid out so each one was exposed to the repeated rain, and each bag soaked up almost 3 gallons of water, which somehow did not leak back out through all of those holes....

OP maybe was a bit off on his guesstimate of weight. The world may never know the answer./s
